Transliteration:( Wa atee'ul laaha wa atee'ur Rasool; fa in tawallaitum fa innamaa 'alaa Rasoolinal balaaghul mubeen )
"And obey Allah and obey the Messenger, but if you turn away, then upon Our Messenger is only the responsibility to deliver a clear message."
Obedience to Allah means following the Qur'an.
Obedience to the Messenger ﷺ means following his Sunnah.
The verse connects both commands with “and” — not “then” — showing equal importance.
True faith requires adherence to both the divine commandments and the prophetic guidance.
The Prophet ﷺ is tasked only with delivering the message clearly.
Acceptance or rejection lies with the people — his mission remains fulfilled once the truth is conveyed.
Allah is fully aware that His Messenger has done his duty.

(64:12) Obey Allah and obey the Messenger. But if you turn away from obedience, (then know that) Our Messenger has no other duty than to clearly convey the Truth.[27]
27. In view of the context, it means: Whatever the circumstances, good or bad, you should remain steadfast to obedience to Allah and His Messenger. But if under the pressure of hardships you turned away from obedience, you would only harm your own selves. The only responsibility of Our Messenger was to guide you to the right path, which the Messenger has fulfilled in the best way possible.
