“When the eyes are dazzled.”

Terror at Divine Punishment[7]
This refers to the moment when disbelievers and sinners will be stunned, their eyes wide in horror upon seeing Allah's (اللَّهُ ) punishment. Their arrogance will vanish, replaced by shock and helplessness on the Day of Judgment.

7. Literally, the words bariq al-basaru mean dazzling of the eyes by lightning, but in the Arabic idiom these words do not specifically carry this meaning only but are also used for man’s being terror-stricken and amazed, or his being confounded on meeting with an accident suddenly and his eyes being dazed at some distressing sight before him. This subject has been expressed at another place in the Quran, thus: Allah is only deferring their case to the Day when the eyes shall stare with consternation. (Surah Ibrahim, Ayat 42).
