Transliteration:( Wa min qablihee kitaabu Moosaaa imaamanw-wa rahmah; wa haazaa Kitaabum musad diqul lisaanan 'Arabiyyal liyunziral lazeena zalamoo wa bushraa lilmuhsineen )
And before it there was the Book of Musa as a guide and mercy, and this Qur’an is a confirming [32] Book in the Arabic language that it may warn the wrongdoers, and be good [33] news to the righteous.
The Book of Musa (Torah) came before as guidance and mercy. The Qur’an is described here as "muṣaddiq", meaning one that confirms and verifies the truth of previous heavenly scriptures. It upholds their veracity, particularly by fulfilling the prophecies about the coming of the final revelation.
This also indicates that the Qur’an is the seal of all revelations—since it confirms the past, but does not foretell the arrival of any new book or Prophet, it affirms the finality of Prophethood. Thus, no Prophet or Divine Book will come after it.
Here, the glad tidings mentioned are directly linked to the warning. That is, the Qur’an warns the wrongdoers of Divine punishment while also giving glad tidings of reward and mercy to the righteous. This does not refer to any prophecy of a new book, but rather emphasizes that the Qur’an itself is both a warner and a bearer of good news, depending on how one responds to its message.

(46:12) Yet before this the Book was revealed to Moses as a guide and a mercy. This Book, which confirms it, is in the Arabic tongue to warn the wrong-doers[17] and to give good tidings to those who do good.
17. To warn the wrongdoers: To warn of the evil end those who are being unjust to themselves and to the truth itself by disbelieving in Allah and serving others than Allah, and are involved because of this deviation of theirs in the evils of morals and deeds, which have filled human society with every kind of wickedness and injustice.
