Transliteration:( Istikbaaran fil ardi wa makras sayyi’; wa laa yaheequl makrus sayyi’u illaa bi ahlih; fahal yanzuroona illaa sunnatal awwaleen; falan tajida lisunnatil laahi tabdeelanw wa lan tajida lisunnatil laahi tahweela )
"Behaving boastfully [125] on earth with evil plotting. But the evil plotting [126] encircles its plotters (127), But what they are awaiting for, but for the same precedents (128) of the ancients. But you will never find the laws of Allah changing, and will never find Divine laws altering (129)."
This verse teaches us that haughtiness and arrogance are grave diseases of the heart that prevent a person from following the Prophet. Success in reaching the Prophet’s guidance requires humility and politeness. The infidels of Makkah, because of their arrogance, regarded themselves as superior to the Prophet ﷺ. They boasted of their wealth and status, looking down on the poor believers.
Instead of sincerely accepting the Prophet’s message, the disbelievers in Makkah resorted to scheming and plotting against him.
It is a Divine law that those who devise evil plots against others eventually fall into their own traps. For example, the Quraysh intended to destroy the believers at the Battle of Badr but were themselves defeated.
The infidels were witnessing the destruction of previous nations during their travels to Syria, Iraq, Yemen, and so forth. These historical precedents served as warnings to them.
It must be remembered that the laws of Allah never change. Even the miracles of the Prophets, such as Moses’ staff turning into a snake or the miraculous birth of Jesus without a father, are manifestations of Allah’s unchanging Divine law and not alterations of it.

(35:43) They began to wax even more proud on earth and contrived evil designs although the contriving of evil designs only overtakes their authors. Are they waiting, then, for anything except what happened to the nations before them?[72] You shall not find any change in the Way of Allah; and you shall not find anything that can ever alter the Way of Allah.
72. That is, this Law of Allah that the nation which repudiates its Prophet, is destroyed should be applied in their case as well.
