Transliteration:( Laisa 'alaikum junaahun ann tadkhuloo buyootan ghaira maskoonatin feeha mataa'ul lakum; wallaahu ya'lamu maa tubdoona wa maa taktumoon )
“There is no sin on you that you enter those houses which are not especially for anyone's residence [55], and you have discretion [56] to use them. And Allah knows what you disclose and what you conceal [57].”
This verse clarifies that the previous rulings on permission do not apply to non-residential places. These may include:
Inns, guest houses, resting shelters, shops, libraries, or other public buildings.
Such locations are not meant for private living and are usually constructed for general use — hence, entering them does not require prior permission, provided no privacy is breached.
The condition is that the visitor should have some legitimate need or right to enter, such as:
Using a public facility,
Being invited or expected there,
Or having customary access (e.g., regular markets or inns).
This confirms Islam’s balanced approach — combining respect for privacy with practicality in social conduct.
The verse ends with a reminder:
“And Allah knows what you disclose and what you conceal.”
This serves as a moral safeguard:
Even in cases where permission isn’t required, your intentions and actions are still under divine scrutiny.
One must not exploit access to public spaces for improper purposes or with hidden motives.
This ensures that believers maintain both outward manners and inward sincerity, whether in private homes or public spaces.

28. Houses which are not dwelling place are the hotels, inns, guest houses, shops, staging bungalows, etc. which are generally open to all people.
