Transliteration:( Rabbis samaawaati wal ardi wa maa bainahumaa; in kuntum mooqineen )
"The Lord of the heavens and the earth and whatsoever is between them, if you are sure [4]."
This verse begins by affirming that Allah is the sole Lord of the heavens, the earth, and everything in between. His authority is absolute and all-encompassing, covering all realms of existence.
The phrase “if you are sure” challenges the listener to reflect deeply. If one truly believes that Allah is the Lord of all creation, then logic and sincerity demand acceptance of His appointed Messenger ﷺ as well.
Just as a Prime Minister's authority extends over the entire kingdom, the Prophethood of the Holy Prophet ﷺ—sent by the Sovereign of the Universe—extends to all worlds, not just one community. Hence, belief in Allah’s Lordship necessarily leads to belief in the universality of the Prophethood of Muhammad ﷺ.

Please refer to Surah Dukhan ayat 1 which provides the complete commentary from verse 1 through 8.
(44:7) the Lord of the heavens and the earth and of all that is between them: if you would only have sure faith.[6]
6 The Arabs themselves admitted that Allah alone is the Lord (Master and Provider) of the Universe and of everything in it. Therefore, it has been said to them: If you are not admitting only verbally but are really conscious of His being the Provider and are convinced of His being the Master, you should admit that:
(1) It is the very demand of His Mercifulness and Providence that He should send a Book and a Messenger for the guidance of man.
(2) It is His right as the Master and your duty as His servants that you should obey every guidance and submit to every command that comes from Him.
