Transliteration:( Sunnatal laahil latee qad khalat min qablu wa lan tajida lisunnatil laahi tabdeelaa )
"This is the law of Allah being practiced from before [65], and you will never find the law of Allah changing [66]."
This refers to the unchanging principle that Allah has always followed in dealing with nations. Whenever truth confronts falsehood, Allah supports His messengers and the believers, and He defeats the disbelievers. The outcome of past battles—such as those faced by previous Prophets—reflects this same divine law.
It also emphasizes that victory is not tied to numbers or strength, but to faith and reliance upon Allah.
The verse stresses that Allah’s established system never changes. Just as He helped the believers in the past, He continues to do so. His ways are not subject to human manipulation.
This reinforces that truth will always triumph, and no force can overturn Allah’s decree.

Please refer to Surah Fath ayat 20 which provides the complete commentary from verse 20 through 24.
(48:23) Such is Allah’s Way that has come down from the past.[42] Never shall you find any change in the Way of Allah.
42. Here, “the way of Allah” means: Allah disgraces the disbelievers who fight His Messenger (peace be upon him) and helps him.
