Transliteration:( Wa qad makaroo makrahum wa 'indal laahi makruhum wa in kaana makruhum litazoola minhul jibaal )
46. And they plotted their plot, but with Allah is their plot, and if their plot were sufficient to remove the mountains [104].
(Kanzul Imaan Translation)
According to Ala Hazrat’s translation, the meaning is rendered in the negative—i.e., "even if their plotting were such that it could remove mountains, it would still not prevail."
Here, “mountains” are symbolic of the signs of Allah, such as the laws of Islam, Shari’ah, and the unshakable truths of Prophethood.
The analogy implies that their schemes are as ineffective as wind is against mountains.
Just as air cannot move a mountain, their conspiracies cannot uproot Islam or erase the signs of Allah.
This stresses the permanence and stability of Divine commands against the temporary mischief of disbelievers.
Some commentators interpret this verse to highlight the intensity of the disbelievers’ plotting:
That their efforts were so forceful, as though even mountains would have trembled before them.
Yet, the mission of the Prophet ﷺ and his noble companions remained unwavering.
This reflects the unshakable firmness of the believers, who surpassed mountains in spiritual strength and conviction.
Whether we take the negative (it could not move mountains) or the emphatic (their plots were immense) meaning, the core message is the same:
The religion of Allah is immovable, indestructible, and protected by Divine will, beyond the reach of any worldly conspiracy.

Please refer to Surah Ibrahim ayat 44 which provides the complete commentary from verse 44 through 46.
(14:46) Indeed the unbelievers contrived their plan, but it is in Allah’s power to nullify their plan, even though their plans were such that would move even mountains.[55]
55. That is, you have seen that the former people who violated the divine law, and who opposed the message, devised very effective and cunning schemes to avert the consequences of their iniquity, but Allah defeated them with His single counter device. You did not give up your crafty schemes against the message of truth in the vain hope that your strong measures would succeed where the schemes of your predecessors had failed.
[665]- An alternative meaning is "...and their plan was not [sufficient] to do away with the mountains," i.e., it had no effect against Allāh's will.
