Transliteration:( Wallazeena yanqudoona 'Ahdal laahi mim ba'di meesaaqihee wa yaqta'oona maaa amaral laahu biheee ai yoosala wa yufsidoona fil ardi ulaaa'ika lahumul la'natu wa lahum sooo'ud daar )
"And those who break [72] the covenant of Allah after its confirmation, and sever [73] what Allah has commanded to be joined, and cause corruption in the land [74], those will have the curse upon them, and for them is the evil abode."
Refers to infidelity and idolatry, by which people reject the covenant of Allah after knowing and acknowledging it.
This verse does not include sinful believers, since they do not deny obligatory commands, even if they fall short in fulfilling them.
A sinful Muslim might omit duties due to weakness, but regret and remorse differentiate him from the disbeliever.
This means rejecting and turning away from the Prophets, righteous scholars, and friends (Awliya) of Allah.
Instead of upholding rightful connections, they establish ties with idols, devils, and other false sources of authority.
This action is a complete reversal of divine instruction, cutting off sacred ties and forming forbidden associations.
By widespread infidelity and sinful actions, they spread moral and societal disorder.
Such corruption results in divine punishment even in this world, because the sins of people invite calamities upon the earth.
25. And those who break the covenant of Allah, after its ratification, and sever that which Allah has commanded to be joined, and work mischief in the land, on them is the curse, and for them is the unhappy (evil) home (i.e. Hell).
This is the destination of the Wretched ones and these are their characteristics. Allah mentioned their end in the Hereafter, to contrast the end that the believers earned, since their characteristics were to the opposite of the believer’s qualities in this life. The latter used to keep Allah’s covenant and join that which Allah has ordained on them to join. As for the former, they used to,
(break the covenant of Allah, after its ratification, and sever that which Allah has commanded to be joined, and work mischief in the land,) An authentic Hadith states that,
(The signs of a hypocrite are three: Whenever he speaks, he tells a lie; whenever he promises, he always breaks it (his promise); if you entrust him, he proves to be dishonest.”) In another narration, the Prophet said,
(If he enters into a covenant, he betrays it; and if he disputes, he proves to be most quarrelsome.) This is why Allah said next,
(on them is the curse,) they will be cast away from Allah’s mercy,
(and for them is the unhappy home. ) the evil end and destination,
(Their dwelling place will be Hell; and worst indeed is that place for rest.) ﴿13:18﴾
(13:25) As for those who break the covenant of Allah after firmly confirming it, who cut asunder the ties that Allah has commanded to be joined, and who create corruption in the land: Allah’s curse shall be upon them and theirs shall be a wretched abode (in the Hereafter).

[639]- i.e., Hell. Another meaning is (in contrast to verse 22), "...and they will have the bad consequence of [this] home," also referring to Hell.
