Transliteration:( Faghafarnaa lahoo zaalik; wa inna lahoo 'indanaa lazulfaa wa husna ma aab )
"Then We forgave him [49]. And verily he had indeed nearness to Us and an excellent resort [50] (to repent)."
Allah accepted the repentance of Hazrat Dawood (peace be upon him), confirming that his momentary slip was forgiven. This reflects Allah’s mercy upon His close servants.
Dawood (peace be upon him) enjoyed a special closeness to Allah, and his habit of immediate, sincere repentance made his return to Allah praiseworthy. This verse emphasizes that the truly righteous are those who turn back to Allah swiftly and humbly.

Please refer to Surah Sad ayat 21 which provides the complete commentary from verse 21 through 25.
(38:25) Thereupon We forgave him his shortcoming and indeed (an exalted position of) nearness awaits him, and an excellent resort.[27]
27. This shows that the Prophet David (peace be upon him) had certainly committed an error, and it was an error which bore some resemblance with the case of the ewes. Therefore, when he gave a decision on it, he at once realized that he was being put to the test. But the nature of the error was not such as could not be forgiven, or if forgiven, it would have deposed him from his high rank. Allah Himself says: When he fell down prostrate and repented, he was not only forgiven but his high rank in the world and the Hereafter also remained unaffected.
