Transliteration:( Laqad haqqal qawlu 'alaaa aksarihim fahum laa yu'minoon )
"Certainly the word has been proven true against most of them, but still, they do not believe it [7]."
This verse reveals a sad truth: despite clear guidance, most people persist in disbelief, fulfilling Allah’s earlier word about their stubbornness.
If the pronoun "them" refers specifically to the people of Makkah, then the word “most” here does not mean a numerical majority. Thanks to the blessings of the Holy Prophet ﷺ, many from Makkah eventually embraced Islam, and only a few remained disbelievers.
However, if this verse is taken to refer to mankind as a whole, then “most” does mean the majority, as throughout history, true believers have always been few. As Allah states in Surah Saba (34:13):
"And there is very few in My bondsmen that are thankful."
This pattern began from the time of Prophet Adam (peace be upon him)—the majority turning away, and a minority choosing gratitude and faith. This verse, then, highlights both the difficulty of guiding hardened hearts and the consistency of human nature across generations.

(36:7) Surely most of them merit the decree of chastisement; so they do not believe.[5]
5. This is about those people who were being obstinate and stubborn with regard to the message of the Prophet (peace be upon him) and had made up their minds not to listen to him at all. This is because: They have already deserved the torment; therefore, they do not believe. It means: The people who do not heed the admonition, and persist in their denial and hostile attitude to the truth in spite of the final warning from Allah conveyed through the Prophets, are themselves overwhelmed by the evil consequences of their misdeeds and deprived of every opportunity to believe. The same thing has been expressed more clearly in (verse 11 )below: You can only warn him who follows the admonition and fears the Merciful God though he cannot see Him.
