Transliteration:( Tanzeelal 'Azeezir Raheem )
"Sent by the Most Dignified [5], the Merciful."
This verse clearly states that the Qur’an was revealed by Allah, who is described here with two majestic names: “Al-‘Azīz” (The Most Dignified) and “Ar-Raḥīm” (The Merciful). These names reflect both divine authority and mercy, indicating that the Qur’an is not only powerful in its message but also compassionate in its purpose.
The expression “sent down” signifies that the Qur’an came from above, reinforcing the belief that it is of divine origin and not man-made. It was revealed gradually over a period of twenty-three years, addressing the needs and challenges of the Muslim community as they unfolded.
However, saying it was “sent from above” does not imply that Allah’s physical abode is above, just as when we say “Allah sends rain from above”, we do not claim He resides in the sky. Instead, it conveys the loftiness, majesty, and elevated status of the Qur’anic revelation.
This verse reminds us that the Qur’an descended with awe, wisdom, and compassion—a reflection of the dignity and mercy of its Sender.

3. Here, two of the attributes of the Sender of the Quran have been mentioned. First, that He is All-Mighty; second, that He, is All-Merciful. The first attribute is meant to impress the reality that the Quran is not the counsel of a powerless preacher, which if you overlook or ignore, will not bring any harm to you; but this is the Edict of that Owner of the Universe, Who is All-Mighty, Whose decrees cannot be withheld from being enforced by any power, and Whose grasp cannot be avoided by anyone. The second attribute is meant to make one realize that it is all due to His kindness and mercy that He has sent His Messenger for your guidance and instruction and sent down this great Book so that you may avoid errors and follow the right path which may lead you to the successes of the world and the Hereafter.
