Transliteration:( Liyunzira man kaana haiyanw-wa yahiqqal qawlu 'alal-kaafireen )
"That it may warn one who is alive [104] and feels. And that the Word may be proved against the infidels [105]."
The purpose of the Qur'an is to warn and guide those whose hearts are alive—meaning, those who are spiritually receptive and follow the Islamic way of life.
Such individuals reflect, feel, and are capable of recognising truth when it is presented to them.
The verse also affirms that the Qur'an comes so that proof is fully established against the disbelievers—either through clear arguments or through the fulfilment of the promised punishment.
Thus, after the truth has been made crystal clear, the disbelievers will have no excuse left, and the Word of Allah will be rightfully fulfilled against them.

(36:70) that he may warn him who is alive[59] and establish an argument against those that deny the Truth.
59. Every living person means: Every person who is capable of thinking and understanding, who is not like a stone, which neither hears nor understands nor moves from its place however rationally and sympathetically one may explain the distinction between the truth and falsehood and give admonition before him.
