Transliteration:( Wallazeena kafaroo bi Aayaatil laahi wa liqaaa'iheee ulaaa'ika ya'isoo mir rahmatee wa ulaaa'ika lahum 'azaabun aleem )
"And those who disbelieve [48] in the signs of Allah and the meeting with Him, it is they who have despaired of My mercy, and for them is a painful punishment. [49]"
This verse refers to those who denied the Qur'an and the Day of Judgement, thereby rejecting the signs of Allah both in the universe and in the divine scriptures.
By denying the meeting with Allah—that is, the Hereafter and resurrection—they have willfully turned away from the fundamental beliefs of Islam. Such disbelief is not mere ignorance, but active denial of truth after its presentation.
Because these disbelievers reject Paradise, divine reward, and even the concept of eternal life, they are described as those who have given up hope in the mercy of Allah.
Since they do not acknowledge that there will be a time when Allah’s mercy will manifest in the form of reward, forgiveness, and salvation, they are—by choice—excluded from it.
This verse therefore applies to those infidels who believe in total annihilation after death, denying both body and soul’s survival. Their painful punishment is the natural consequence of this rejection, as there can be no reward for one who denies its very existence.

(29:23) Those who disbelieved in Allah’s signs and in meeting Him, it is they who have despaired of My Mercy;[36] it is they for whom a painful chastisement lies ahead.
36. That is, they have no share in My mercy, and they should entertain no hope whatsoever of getting any share of My mercy. When they denied the revelations of Allah, they themselves gave up their right to benefit by the promises Allah has made to the believers. Then, when they have denied the Hereafter and do not at all believe that one day they will have to stand before their God, it only means that they cherish no hope at all of Allah’s pardon and forgiveness. After this when they will open their eyes in the- Hereafter, against their expectations, and will also see the truth of those signs of Allah, which they had denied, there is no reason why they should expect to receive any share from Allah’s mercy.
