Transliteration:( Innaa munziloona 'alaaa ahli haazihil qaryati rijzan minas samaaa'i bimaa kaanoo yafsuqoon )
"Indeed, We are going to bring down upon the people of this city a torment [84] from the heavens, the recompense of their disobedience."
Though punishment is by Allah’s decree, its execution is through angels. The people of this city—Sodom—were severely disobedient, and their sins called for a heaven-sent torment. The linking of divine punishment with the angels reflects that they act under Allah’s command, not independently.
