Transliteration:( Saaniya 'itfihee liyudilla 'an sabeelil laahi lahoo fiddun yaa khizyunw wa nuzeequhoo Yawmal Qiyaamati 'azaabal lhareeq )
"Turning his neck [25] from truth so that he may mislead others from the path of Allah. For him there is humiliation [26] in the world and on the Day of Judgement. We shall make him taste the torment of burning."
"Turning his neck" refers to a person who arrogantly turns away from the truth, showing disregard and contempt.
His purpose is not only to reject the truth himself but also to mislead others from the path of Allah through deception, falsehood, and manipulation.
Such a person will face disgrace and humiliation in this world, whether through defeat, loss of reputation, or exposure of falsehood.
And in the Hereafter, he will be made to taste the torment of burning—a severe punishment for both his disbelief and his effort to lead others astray.

(22:9) They wrangle arrogantly, intent on leading people astray from the Way of Allah.[14] Such shall suffer disgrace in this world and We shall cause them to taste the chastisement of burning (in the Next).
14. Verse 3 mentioned those people who have themselves gone astray, but verse 9 mentions those who have not only deviated from the right way themselves but are also bent upon misleading others from it.
