Quran-28:16 Surah Al-qasas English Translation,Transliteration and Tafsir(Tafseer).

قَالَ رَبِّ إِنِّي ظَلَمۡتُ نَفۡسِي فَٱغۡفِرۡ لِي فَغَفَرَ لَهُۥٓۚ إِنَّهُۥ هُوَ ٱلۡغَفُورُ ٱلرَّحِيمُ

Transliteration:( Qaala Rabbi innee zalamtu nafsee faghfir lee faghafaralah; innahoo Huwal Ghafoorur Raheem )

16. He submitted, O my Lord, 'I have exceeded the limit against my soul, (43) therefore forgive me, then the Lord forgave him. Undoubtedly, He it is the Forgiving, Merciful. (44)

43. This statement of Hazrat Moosa (On whom be peace) is based on humility and politeness. Our Holy Prophet would always recite: "O my Lord, I have exceeded the limit against my soul (S28:V16). The purpose of this was to teach others the method of seeking repentance. This does not mean killing the Qibti was an act of tyranny, because killing a confederate infidel is an act of worship. They had killed thousands of Israelite babies. Also, if this killing was tyranny, then Hazrat Moosa (On whom be peace) would have been liable for capital punishment, blood money or seeking pardon from the heir of the one killed. In fact, he himself would have handed himself over to the Pharoah for punishment. Just by uttering words of repentance would not have been enough for repentance because this was part of human right.

44. This verse means that this wrong of Hazrat Moosa (On whom be peace), ie. the killing of the Qibti has been forgiven. This killing in the first place was not a sin as has been stated earlier. Also, the crime of murder is never forgiven without capital punishment, paying blood money or forgiveness by the heir In fact, what it means is, he has been made one forgiven and innocent. Says Allah Almighty: "That Allah may forgive the sins of your formers and your laters on account of you (S48:V2) .The forgiveness of the Prophets means they are sinless.

(28:16) Then he prayed:[23] “My Lord! I have indeed inflicted wrong on myself, so do forgive me,” wherefore Allah forgave him for He is Ever Forgiving, Most Merciful.[24]

23. What the Prophet Moses (peace be upon him) meant by this prayer was: “O my Lord, forgive this sin of mine, which you know I have not committed willfully, and also cover and conceal it from the people.”

24. This has two meanings and both are implied here: Allah pardoned Moses’ error as well as concealed his sin from the people so that neither any Egyptian, nor any official of the Egyptian government, passed that way at that time that he might witness the incident. So, the Prophet Moses (peace be upon him) got an opportunity to escape undetected from the place of the occurrence of murder.
