Transliteration:( Wa maa kaana Rabbuka muhlikal quraa hattaa yab'asa feee ummihaa Rasoolany yatloo 'alaihim aayaatina; wa maa kunnaa muhlikil quraaa illaa wa ahluhaa zaalimoon )
"And your Lord does not destroy the cities until He sends in their main city a Messenger [154] who may recite Our signs to them [155], and We do not destroy the cities except when their inhabitants are oppressors. [156]"
This indicates that Allah’s justice never allows for a nation’s destruction without first sending a Messenger to its central or main city—the place from which influence spreads.
The verses recited could refer to:
Revelations from a new Book,
Previously revealed scriptures, or
A Prophet’s own divine inspiration, since not every Prophet brought a new book.
These verses are directed at those who rejected the Prophet, despite the clear signs being conveyed to them. It confirms that denial of truth—not ignorance—leads to punishment.
Destruction comes only when the inhabitants become unjust, particularly through disbelief, tyranny, and rebellion.
This is a warning to the disbelievers: all their worldly wealth and power will perish. In contrast, the believer’s true wealth lies in the Hereafter, and his life is eternal, granted by the mercy of Allah.

(28:59) Your Lord would not destroy a town until He had sent to its centre a Messenger who would recite to them Our verses. Nor would We destroy any town unless its inhabitants were iniquitous.[83]
83. This is the third answer to their excuse. It means: The nations which were destroyed before you had become wicked. To warn them Allah sent His messengers, but when they took no notice of their warnings and persisted in their evil ways, they were destroyed. The same is the case with you now. You have also become wicked, and a Messenger has come to you to warn you. Now if you persist in your disbelief and denial, you will not be safeguarding your prosperity and comforts of life but endangering them. The destruction that you are afraid of will overtake you not because of believing but on account of refusal to believe.
