Transliteration:( Wa laqad wassalnaa lahumul qawla la'allahum yatazakkaroon )
"And certainly, We have sent for them the word in continuation [135] that they may pay heed."
This means that the Holy Qur'an has been revealed in a way that maintains a continuous and consistent flow in its themes and messages.
Although at some places the interconnection between verses may not be immediately clear, the overall structure is cohesive and harmoniously guided.
It also implies that the verses are being revealed in succession, forming a comprehensive guide for those who reflect and take heed.
The tafsir of Surah Qasas verse 51 by Ibn Kathir is unavailable here.
Please refer to Surah Qasas ayat 48 which provides the complete commentary from verse 48 through 51.
(28:51) We have constantly conveyed them the word (of admonition) that they may take heed.[71]
71. That is, “As far as conveying of the admonition is concerned, we have done full justice to it in the Quran in the best way. But guidance is attained only by him who gives up stubbornness and frees his heart from prejudices and is inclined to accept the truth willingly and sincerely.”
