Transliteration:( Wa law anna lillazeena zalamoo maa fil ardi jamee'anw wa mislahoo ma'ahoo laftadaw bihee min sooo'il azaabi Yawmal Qiyaamah; wa badaa lahum minal laahi maa lam yakoonoo yahtasiboon )
"And if those who are the wrongdoers had all that is in the earth [118] and the likes thereof, in addition to it, they would certainly have offered all of it as ransom to get benefit from the severe [119] punishment on the Day of Resurrection. But there will appear to them from Allah that which they never imagine (120)."
Here, "wrongdoers" refers to the disbelievers, and the verse highlights the severity of the punishment in Hell. It will be so intense that if they possessed all the treasures of the earth, they would gladly offer them to reduce or escape the torment.
Though in the world they were miserly—even considering Zakat a burden—on the Day of Judgment, they will be ready to give away everything they own to avoid punishment. Their greed and miserliness will be forgotten when they see the reality of divine torment.
They will face such punishment from Allah that was beyond their imagination.
Or, this could mean that the deeds they trusted in—done without faith—will prove of no benefit. Since faith is a condition for acceptance of deeds, and the idols they relied upon will abandon them, all their expectations will collapse.
In short, this verse carries multiple layers of meaning, all pointing to the regret, hopelessness, and utter loss of the disbelievers on the Day of Judgment.

(39:47) If the wrong-doers possessed the treasures of the earth in their entirety and as much besides, they would gladly offer it on the Day of Resurrection to redeem themselves from the harrowing chastisement. This because there will appear to them from Allah something (exceedingly dismal which) they had never even imagined.
