Transliteration:( Wa ashraqatil ardu binoori Rabbihaa wa wudi'al Kitaabu wa jeee'a bin nabiyyeena wash shuhadaaa'i wa qudiya bainahum bilhaqqi wa hum laa yuzlamoon )
"And the earth shall shine with the Light [166] of its Lord and the Book shall be laid [167] down and the Prophets shall be brought, and the witnesses [168] too, and true judgement shall be given between them equitably and they shall not be treated unjustly [169]."
This refers to the Plains of Reckoning, a new earth mentioned in the verse:
"The Day when the earth will be changed into another earth" (Surah 14:48).
This new earth will be illuminated solely by the Light of Allah, as the sun, moon, and stars will no longer shine.
The nature of this divine illumination is beyond description—it can only be perceived upon witnessing it.
Here, “the Book” may refer to:
The Divine Tablet, or
The individual records of deeds.
Each person’s record will be placed before them—in the right hand of the believers, and in the left hand of the disbelievers.
On that Day:
The Prophets will be present to testify about their nations.
The Ummah of the Holy Prophet ﷺ will be witnesses over previous nations.
The Holy Prophet ﷺ himself will testify as the chief witness on behalf of his Ummah.
This momentous event will make the entire world realize the truthfulness and honour of the Final Messenger ﷺ.
Allah’s judgement will be absolutely just:
No innocent will be wrongfully blamed,
No righteous will be unjustly punished.
Each soul will receive exactly what it earned—no injustice whatsoever will occur.

(39:69) The earth shall shine with the light of its Lord, and the Scroll (of deeds) shall be set in place, and the Prophets and all witnesses[80] shall be brought, and judgement shall be justly passed among them, and they shall not be wronged;
80. “The witnesses”: those who will bear witness to the effect that the Message of Allah had been conveyed to the people as well as those who will bear witness to the acts and deeds of the people. It is not necessary that these witnesses will be only human beings. The angels, the jinns, the beasts, men’s own limbs, their dwelling places and the trees and stones, will all be included among the witnesses. 7
