Transliteration:( Bal matta'tu haaa'ulaaa'i wa aabaaa'ahum hattaa jaaa'a humul haqqu wa Rasoolun mubeen )
"In fact, I allowed them and their fathers worldly enjoyments [45], until there came to them the Truth (Qur’an) and the Messenger preaching clearly [46]."
Allah granted the disbelievers and their forefathers worldly pleasures, which led to heedlessness and arrogance. Their love for material comforts blinded them from recognizing their Creator and the truth, becoming the root cause of their disbelief and hostility.
When the Truth—the Qur’an—arrived, it came with a clear and manifest Messenger. Just as the Divine Tablet is called luminous, so too is the Holy Qur’an and the Prophet Muhammad ﷺ, whose miracles and knowledge of the unseen are undeniable proofs of his true Prophethood.

(43:29) (Even when they began worshipping others than Allah We did not destroy them) but bestowed sustenance on them and on their forefathers until there came to them the Truth and a Messenger who clearly expounded things to them.[28]
28. Another meaning of the word rasulum-mubin can be: A Messenger whose being a Messenger was obvious and apparent: Whose life before and after the Prophethood clearly testified that he was certainly Allah’s Messenger.
