Transliteration:( Wa maaa ahlaknaa min qaryatin illaa lahaa munziroon )
"And We destroyed not any town but it had its Warner's. [204]"
No nation was destroyed without first being sent a warner or warners. In some regions, one Prophet sufficed; in others, there were two or more, depending on the needs of the people. For example, in Egypt, Hazrat Moosa and Hazrat Haroon (عليهما السلام) were both sent as Prophets. This shows that Allah's justice ensures no punishment is sent without first providing clear guidance and ample warning.
