Transliteration:( Qaala Rabbus samaawaati wal ardi wa maa bainahumaa in kuntum mooqineen )
"Moses said, 'The Lord of the heavens and the earth [32] and all that is between them if you believe [33].'"
Prophet Musa (عليه السلام) responds with a clear declaration of Tawheed, affirming that Allah is the Lord of the heavens, the earth, and everything in between. This statement asserts that divine authority is universal, not confined to any single land, people, or ruler.
By adding "if you believe," Musa (عليه السلام) invites Pharaoh and his people to reflect and accept the truth through sincere belief. The phrase also implies that faith is the key to recognizing Allah’s dominion and understanding the message of the Prophets.

(26:24) Moses answered: “The Lord of the heavens and the earth and of all that is between them, if you were only to believe.”[21]
21. That is, I have not been sent by any mortal king ruling in the world, but I come from Him Who is the Owner of the heavens and the earth. If you believe that, there is a Creator and Master and Ruler of this universe, it should not be difficult for you to understand who is the Lord of all Creation.
