Transliteration:( Qaala laqad 'alimta maaa anzala haaa'ulaaa'i illaa Rabbus samaawaati wal ardi basaaa'ira wa innee la azun nuka yaa Fir'awnu masbooraa )
"He said, 'You know well that none sent these down except the Lord of the heavens and the earth [212], as clear signs, and in my opinion, O Firawn [Pharaoh], you are bound to be ruined' [213]." [102]
Pharaoh knew deep in his heart that Hazrat Musa (peace be upon him) was indeed a Prophet, and that these signs came from the Lord of the heavens and the earth.
Despite this inner knowledge, Pharaoh verbally rejected the truth.
This is similar to how Satan acknowledged the Prophethood of Hazrat Adam (peace be upon him), and how Abu Jahl knew the truth about the Prophet Muhammad ﷺ but rejected it.
Pharaoh had witnessed the miracles of Musa even in his childhood, yet chose to deny.
The term "opinion" here means certainty, reflecting that the prophets have knowledge of the ultimate fate of individuals.
Hazrat Musa (peace be upon him) foretold Pharaoh’s ruin and the absence of Divine guidance for him.
This prophecy was fulfilled exactly as predicted.
Knowledge of a person’s end, whether in obedience or rebellion, is among the Five Branches of Knowledge taught by Allah to His Prophets.
For example, the Holy Prophet Muhammad ﷺ informed about the status of some Companions, such as Hazrat Abu Bakr Siddique and Hazrat Imam Hussain (may Allah be pleased with them), regarding their places in Paradise or Hell.

(17:102) Moses replied: “You know well that no one but the Lord of the heavens and the earth has sent these as eye-opening proofs.[116] I truly think, O Pharaoh, that you are indeed doomed.”[116]
116. That is, I am not a bewitched man but you are indeed a doomed person. As you have been persistent in your disbelief even after seeing such obvious divine signs, you are surety doomed to destruction.
