Quran Quote  : 

Quran-9:83 Surah At-tawbah English Translation,Transliteration and Tafsir(Tafseer).

Transliteration:( Fa ir raja'akal laahu ilaa taaa'ifatim minhum fastaaa zanooka lilkhurooji faqul lan takhrujoo ma'iya abadanw wa lan tuqaatiloo ma'iya 'aduwwan innakum radeetum bilqu'oodi awwala marratin faq'udoo ma'al khaalifeen )

83. Then if O Beloved Prophet Allah returns you to a party of them, and they ask you (229), leave to go forth to fight, then please declare: "Never will you go forth with me, nor ever fight (230), with any enemy of mine. You chose to sit at home the first time, then remain sitting with those who remained behind (231)".

229. By this is meant now when you return to Madina Munawwarah from the Battle of Tabuk these hypocrites would deceitfully be saying Oh Prophet of Allah صلى الله عليه وآله وسلم grant us permission to participate in future battles with you In this there is a prophesy that they will be saying this, but expressed in ifs and buts. 

230. This information is used to express refusal, meaning in future you will not be granted permission to participate in Holy War. 

From this emerges a few issues

1 . One should remain aloof from faithless people even though they may try to call themselves Muslims Remember, every one who recites the Kalima is not necessary a believer The hypocrites were reciters of the Kalima but they were refused to participate in The Holy Wars

2. Muslims can stop the faithless people from praying in their mosques just as the hypocrites were stopped from participating in the Holy War, although Holy War, like Salaah is an act of worship

3. Sometimes laws pertaining to apparent infidels are enforced upon the hypocrites. Not stopping these hypocrites from the mosques during the period of the Holy Prophet صلى الله عليه وآله وسلم is the law of Islam in its outward form, while stopping them from Holy War is the law pertaining to their hidden infidelity.

231 By this is meant since you had preferred to stay away from the Battle of Tabuk you will now stay away from all future holy wars as you shall not be given permission to participate in them.

From this we learn that wretched people will not be able to benefit from the Holy blessed company Prophet's صلى الله عليه وآله وسلم. A bat will never obtain light of the sun. 

However, those who are eager to receive blessings would continue to do so according to their capacity.  Although power of electricity is same but its light is reflected according to watts of the globes. The blessed company of the  Holy Prophet  was same for all, but the capacity to receive blessings of Hazrat Abu Bakr Siddique, Hazrat Umar Farouk, etc was different.

83. If Allah brings you back to a party of them (the hypocrites), and they ask your permission to go out (to fight), say: “Never shall you go out with me nor fight an enemy with me; you were pleased to sit (inactive) on the first occasion, then you sit (now) with those who lag behind.”


Hypocrites are barred from participating in Jihad

Allah commands His Messenger, peace be upon him,

﴿فَإِن رَّجَعَكَ اللَّهُ﴾

(If Allah brings you back), from this battle,

﴿إِلَى طَآئِفَةٍ مِّنْهُمْ﴾

(to a party of them) in reference to the twelve (hypocrite) men, according to Qatadah,

﴿فَاسْتَأْذَنُوكَ لِلْخُرُوجِ﴾

(and they ask your permission to go out), with you to another battle,

﴿فَقُلْ لَّن تَخْرُجُواْ مَعِىَ أَبَدًا وَلَن تُقَـتِلُواْ مَعِىَ عَدُوًّا﴾

(say: “Never shall you go out with me nor fight an enemy with me…”) as an admonishment and punishment for them. Allah mentioned the reason for this decision,

﴿إِنَّكُمْ رَضِيتُمْ بِالْقُعُودِ أَوَّلَ مَرَّةٍ﴾

(“You were pleased to sit (inactive) on the first occasion…”) Allah said in a similar Ayah,

﴿وَنُقَلِّبُ أَفْئِدَتَهُمْ وَأَبْصَـرَهُمْ كَمَا لَمْ يُؤْمِنُواْ بِهِ أَوَّلَ مَرَّةٍ﴾

(And We shall turn their hearts and their eyes away (from guidance), as they refused to believe therein for the first time. ) ﴿6:110﴾ The recompense of an evil deed includes being directed to follow it with another evil deed, while the reward of a good deed includes being directed to another good deed after it. For instance, Allah said concerning the `Umrah of Hudaybiyyah,

﴿سَيَقُولُ الْمُخَلَّفُونَ إِذَا انطَلَقْتُمْ إِلَى مَغَانِمَ لِتَأْخُذُوهَا﴾

(Those who lagged behind will say, when you set forth to take the spoils.)﴿48:15﴾ Allah said next,

﴿فَاقْعُدُواْ مَعَ الْخَـلِفِينَ﴾

(“…then you sit (now) with those who lag behind.”) in reference to the men who lagged behind from ﴿Tabuk﴾ battle, according to Ibn `Abbas.

(9:83) Then if Allah brings you face to face with a party of them, and they ask your leave to go forth (to fight in the Way of Allah), tell them: “You shall not go forth with me, and shall never fight against any enemy along with me. You were well-pleased to remain at home the first time, so now continue to remain with those who have stayed behind.”
