Transliteration:( Qaala kazaaliki qaala Rabbuki huwa 'alaiya haiyimunw wa linaj 'alahooo Aayatal linnaasi wa rahmatam minnaa; wa kaana amram maqdiyyaa )
"He said, 'So it is [31]. Your Lord has said, “It is easy for Me, and that We make him a sign for the people and a mercy from Us. And this matter has already been decreed.”' [32]" (Kanzul Imaan Translation)
This means: You will be granted a son without being touched by a man, so that the absolute power of Allah Almighty is revealed and made evident through this miraculous birth.
This was a final decree, and there could be no alteration in it.
(Note: A change can occur in pending fate, but not in a decreed or definite one.)
After saying this, Hazrat Jibraeel (on whom be peace) blew into the upper garment of Bibi Maryam, and through that, she conceived Hazrat Isa (on whom be peace).
From this, we learn that there is spiritual power in the blessed breath (blowing) of pious servants.
This also teaches several key points:
Hazrat Isa (on whom be peace) was born neither from a father's sperm nor a mother's egg.
From one perspective, he is a human, and from another, he is a spirit—hence he is called "Roohullah" (Spirit of Allah).
Since he was born through the breath of an angel, his breath carried powers like reviving the dead, healing the sick, and breathing life into clay birds, etc.
Sometimes the qualities of the source are transferred to the offspring. Thus, the spiritual effect of Hazrat Jibraeel (on whom be peace) appeared in Hazrat Isa (on whom be peace):
The former is the Holy Spirit,
The latter is the Spirit from Allah Almighty.

(19:21) The angel said: “Thus shall it be. Your Lord says: ‘It is easy for Me; and We shall do so in order to make him a Sign for mankind[15] and a mercy from Us. This has been decreed.’ “
15. The word “Thus shall it be” are very significant as has been stated in (Surah Maryam, ayat 9) note 6. The plain meaning is this: A pure son shall be born to you just as your Lord has decreed, even though no man has touched you. The same was the response to prophet Zachariah as stated in (Surah Maryam, ayat 9) above. And it is a sheer perversion to interpret it as: So shall it be that a man will touch you and a son will be born to you. For, if it were to mean: You will bear a son like all other women of the world, the subsequent two sentences, Your Lord says: This is an easy thing for Me to do, and We will make that boy a sign for the people, would have become meaningless. Had this birth been an ordinary birth like the birth of every other child, there would have been no occasion to boast: It is an easy thing, and that it will be made a sign (miracle). This will be so because the child will speak in the cradle.
