Transliteration:( Wa anzirhum Yawmal hasrati iz qudiyal amr; wa hum fee ghaflatinw wa hum laa yu'minoon )
“And warn them of the Day of Regret [64], when the matter will be decided [65], while they are in negligence and do not believe [66].” (Kanzul Imaan Translation)
The Day of Judgement is called “Yawm al-Hasrah” (The Day of Regret) because:
Sinners will regret their disbelief and evil deeds.
Even the righteous will regret not doing more good, as stated in Hadith.
On that day:
The people of Paradise will be admitted to eternal bliss.
The people of Hell will be cast into eternal punishment.
Death itself will be destroyed, and everyone will remain in their final destination forever.
At present, these disbelievers:
Do not believe in the Day of Judgement.
Live heedlessly, making no preparation for the Hereafter.
The tafsir of Surah Maryam verse 39 by Ibn Kathir is unavailable here.

(19:39) (O Muhammad), warn those who are steeped in heedlessness and are obstinately rejecting the truth that the Day shall come when things will be finally decided and they shall be left with utter remorse.
