قَالَ أَمَّا مَن ظَلَمَ فَسَوۡفَ نُعَذِّبُهُۥ ثُمَّ يُرَدُّ إِلَىٰ رَبِّهِۦ فَيُعَذِّبُهُۥ عَذَابٗا نُّكۡرٗا

Transliteration:( Qaala amma man zalama fasawfa nu'azzibuhoo summa yuraddu ilaa Rabbihee fa yu 'azzibuhoo azaaban nukraa )

87. He said, "As for him who wrongs, we shall surely punish him [199], then he will be returned to his Lord, and He will punish him with a severe punishment [200]." (Kanzul Imaan Translation)

(87) He said, "As for one who wrongs,[796] we will punish him. Then he will be returned to his Lord, and He will punish him with a terrible punishment [i.e., Hellfire]. (Saheen International Translation)

📖 Commentary of Surah Al-Kahf – Verse 87

"He said, 'As for him who wrongs, we shall surely punish him [199], then he will be returned to his Lord, and He will punish him with a severe punishment [200].'"

✅ [199] Justice for the Wrongdoers

Dhul-Qarnayn declares that those who commit injustice—especially by persisting in disbelief after the truth has been made clear—will be punished. This refers specifically to disbelievers who reject faith despite efforts of propagation. The punishment is not just symbolic but may involve capital punishment, reflecting his authority as a ruler acting within divine law.

This statement confirms his commitment to justice and that he would not tolerate rebellion or corruption once the truth was conveyed.

✅ [200] Dual Punishment: Worldly and Divine

The verse makes it clear that worldly punishment does not replace the punishment of the Hereafter. An infidel who is punished in this world will still face Allah’s eternal and severe punishment after death.

This underlines an important theological point:

Worldly penalties serve the purpose of deterrence and correction,
while Hereafter punishments reflect ultimate divine justice.

Thus, Dhul-Qarnayn’s rule was not only earthly governance, but also a bridge to moral and spiritual accountability.
