Transliteration:( Tanzeelam mimman khalaqal arda was samaawaatil 'ulaa )
"A sent down by Him Who has made the earth and the high heavens. [5]"
This refers to the physical world or the world of bodies. Because the earth is nearest to us, and the heaven is distant, the earth is mentioned first—as it is more familiar and observable to us.
This ordering reflects divine wisdom, emphasizing what is closer and more comprehensible before pointing to the vastness of the unseen realms above.
