Transliteration:( Kuloo war'aw an'aamakum; inna fee zaalika la Aayaatil li ulin nuhaa (section 2) )
Eat you and pasture [63] your cattle. No doubt in it there are signs for the men of wisdom.
Both these orders are for the purpose of permission.
What it really means is:
We have created all these things to benefit you. Therefore, it now becomes your obligation to do some deeds for Our sake as well.
This verse emphasizes that in the blessings of sustenance and provision, there are clear signs for those who reflect with wisdom.

(20:54) So eat yourself and pasture your cattle. Surely there are many Signs in this for people of understanding.[27]
27. That is, those who use their common sense in their search for the truth, find a way to the reality by the help of these signs, which clearly show that the universe has One Lord Who alone is sustaining it, and there is no room here for any other lord.
