Transliteration:( Ar-Rahmaanu 'alal 'Arshis tawaa )
"He, The Most Affectionate, is established on the Throne [6] (befitting to His Dignity)."
The word ‘Arsh refers to the throne of a king, and ‘Istawā implies sitting or being established. However, Allah is pure and transcendent—He is free from all physical form or limitation.
This verse belongs to the category of ambiguous verses (mutashabihat). The type of establishment mentioned here is in a manner suitable only to Allah’s majesty—not like human sitting or occupation.
It affirms Allah’s supreme authority without assigning any physical characteristic to Him.
