Transliteration:( Faqoolaa lahoo qawlal laiyinal la allahoo yatazakkkaru 'aw yakhshaa )
"Then speak to him in gentle words [47], so that he may be mindful or he may have some fear [48]."
Although Hazrat Musa (عليه السلام) was commanded to speak gently to Pharaoh, our Prophet ﷺ was given a different command:
"O Prophet! Strive hard against the infidels and hypocrites and be strict against them" (Surah At-Tahrim, 66:9).
This is because the Holy Prophet ﷺ is inherently compassionate, while Hazrat Musa (عليه السلام) had a more intense disposition.
Also, Pharaoh had raised Hazrat Musa, so a gentler approach was deemed appropriate.
The hope expressed here—"perhaps he may reflect or fear"—is from the human perspective, not from Allah's.
Allah already knew that Pharaoh would die as an infidel, but this instruction was to fulfill the etiquette and responsibility of delivering the message.

(20:44) and speak to him gently, perhaps he may take heed or fear (Allah).”[18]
18. The only two ways of bringing a man to the right way are: (1) To convince him by argument and admonition, or (2) To warn him of the consequences of deviation.
18a. It appears that they implored Allah thus before going before Pharaoh when Prophet Moses (peace be upon him) had reached Egypt and Aaron had joined him in the propagation of the mission.
