Quran Quote  : 

Quran-2:270 Surah Al-baqarah English Translation,Transliteration and Tafsir(Tafseer).

وَمَآ أَنفَقۡتُم مِّن نَّفَقَةٍ أَوۡ نَذَرۡتُم مِّن نَّذۡرٖ فَإِنَّ ٱللَّهَ يَعۡلَمُهُۥۗ وَمَا لِلظَّـٰلِمِينَ مِنۡ أَنصَارٍ

Transliteration:( Wa maaa anfaqtum min nafaqatin aw nazartum min nazrin fa innal laaha ya'lamuh; wa maa lizzaalimeena min ansaar )

270. And whatsoever you spend of expenditures or make vows (711), then surely Allah knows of it. And for the unjust there are no helpers (712).

711. In Islamic code of law one can only take a vow on Allah alone as by means of it one makes unincumbent worships incumbent. However, the poor caretakers of the shrines of the Saints of Allah can utilize the things on which the vow is taken. The literal vow refers to gifts which can be taken from the creation of Allah as can be seen from the example of a maid who took a vow on the occasion of Battle of Uhud that if he the Holy Prophet came out unharmed she wouldplay the tambourine. This is a literal vow. While it is compulsory to fulfil the religious vows, as it is a means of carrying out a promise.
712 The word 'helpers' tells us that Allah has appointed helpers for the believers in this world and the Hereafter. Says Allah Almighty "Only Allah is your protector and His Messenger and the believers" (S5:V55). The helpless state of the non-believers is a means of punishment for them.

(2:270) Allah knows whatever you spend or whatever you vow (to spend). The wrong-doers have none to succour them.[310]

310. Whether or not a man spends in the way of God, and whether or not he vows to spend in the way of God, God is fully aware both of his intentions and deeds. All those who either spend for the sake of God or vow to spend for the sake of God will be adequately rewarded. As for those who have either spent or have vowed to spend for others than God, no one will save them from God’s chastisement.

Vow’ means either a man’s pledge to spend something or to perform some act of goodness which is not obligatory on him providing a particular wish of his is fulfilled. Provided that this vow is related to some wish which is in itself permissible and good and that the person concerned makes it to none but God and for the sake of God, then such a vow will be reckoned as an act of obedience to God and its fulfilment will be worthy of reward. Otherwise such a vow will be seen as an act of disobedience and sin and its fulfilment will invite punishment from God.
