Transliteration:( Wa lillahi maa fissamaawaati wa maa fil-ard; yaghfiru limai-yashaaa'u wa yu'azzibu mai-yashaaa'; wallaahu Ghafoorur Raheem )
"And to Allah belongs whatever is in the heavens and whatever is on the earth [278]. He forgives whomever He pleases and punishes whomever He pleases. And Allah is Forgiving and Merciful [279]."
This verse reminds us that everything in the heavens and the earth is under the absolute ownership of Allah Almighty. He is the sole Master and Authority over all creation — living and non-living, visible and invisible. All matters of guidance, forgiveness, and punishment lie solely with Him. No one else has the power to intervene or challenge His decree.
Allah forgives whomever He wills and punishes whomever He wills, according to His perfect knowledge and wisdom. However, even while asserting this authority, the verse ends by emphasizing that Allah is indeed All-Forgiving and Most-Compassionate, showing that mercy is His dominant attribute. His forgiveness is not limited, and His punishment is never unjust — it is always based on absolute fairness and divine knowledge.

(3:129) Whatever is in the heavens and the earth belongs to Allah. He forgives whom He wills, and chastises whom He wills: Allah is indeed All-Forgiving, Most-Compassionate.[97]
97. When the Prophet was injured he uttered words of imprecation against the unbelievers: ‘How can a people that injures its own Prophet attain salvation?’ These verses are in response to that utterance.
