    "And those who drive (then By) vigorously [2]"

    ✅ [2] This Means Those Who Drive Forcefully

    This means those angels who drive the cloud and winds by chiding, or those Islamic scholars who stop people from evil with very severe scolding, or those Islamic soldiers who ride their horses on the battlefields, scolding and chiding.
