Transliteration:( Wa man khaffat mawaa zeenuhoo fa ulaaa'ikal lazeena khasiroo 'anfusahum fee Jahannama khaalidoon )
"And whose scales [142] are light, these are they who put their souls in loss. Forever they will remain [143] in Hell."
This refers to disbelievers whose scales are light due to either:
No good deeds, or
Deeds that are rejected due to lack of faith—like charity by infidels, which carries no spiritual weight.
Such people suffer the ultimate loss—they failed both in this world and the next.
This verse also affirms that some disbelievers will have their deeds weighed, but they won’t carry value, as the true weight of a deed comes from faith and sincerity.

(23:103) and those whose scales are light, those will be the ones who will have courted loss.[96] They will abide in Hell.
