Transliteration:( In huwa illaa rajulunif taraa 'alal laahi kazibanw wa maa nahnuu lahoo bimu'mineen )
"He is not but a man who forged a lie [60] against Allah and we are not going to believe him [61]."
The disbelievers accused the Prophet of fabricating falsehood—claiming that he falsely attributed the message of resurrection and prophethood to Allah. This shows that they did believe in Allah, so they were not atheists, but they denied the Prophet’s divine appointment.
Their statement, “we are not going to believe him,” reveals that denial of the Prophet alone renders a person a disbeliever—even if belief in Allah remains. This is why faith is incomplete without belief in the Messenger. Even Satan believes in Allah, but his denial of the Prophet’s status made him a disbeliever.
